Subject: Request for cancellation of illegally advertised vacancies:


Dear Madam/Sir,


I am a Civil Servant of Nepal and would like to express serious disapproval on your advertised vacancies (notice number 34-35/064/065), it is beyond the existing Civil Service Act (recently amended under the provision of Interim Constitution of Nepal). In my opinion, it is also a severe abuse of “Rule of Law” and beyond the constitutional ethics which was ever seen in Nepalese history of public service commission. As far as I and all Nepalese and international communities are aware about recently passed Civil Service Act 2064 (second amendment) that is already in effect since 2064-04-01, though, your commission recently published vacancies on 2064-06-30 under the terms and condition of dead civil service act’s provisions or could note under the term & condition mentioned in dead Civil Service Act 2049- 21 and regulation 2050-76.

In above mentioned concern, I am seeking to know that why did it happen intentionally? Is public service commission is still unaware about newly introduced civil service act or the recently effective civil service act is not legitimated by public service commission of Nepal? It seems that public service commission want to disapprove the legitimacy of the interim parliament and the exiting government by defying the newly passed civil service laws.


Respected board members please know your above discussed vacancies are directly affecting the government and parliamentary commitments towards the Inclusion policy. It could prove a confrontation towards the made agreements between women, and other ethno regional groups and communities.

In addition, of course, it is a direct challenge of “Rule of Laws” that you are dishonouring the exiting laws and working as per provision of dead laws, it seems ridicules attitude to building of New Nepal or inclusive democracy. In my opinion, Public service commission should support the nation properly to implement the newly passed civil service laws otherwise the public trust will shoot down on constitutional body. Moreover, such activities are also absolute abuse of power and rights of public service commission so, it should be also corrected immediately.

Therefore, I strongly demand and appeal to your broad to cancel immediately the controversial illegal vacancies by special decision, otherwise it will bring another chaos and violent terrors situation among the existing and potential fellows of Nepalese Civil Service. I hope your board will seriously consider my raised issues and act immediately for resolve the problem. Thank you.
