Job description: Background
The oPt has, since the late 1980s, experienced a steady decline in human development and security triggered by two long-lasting Intifadas, and most recently Palestinian Legislative Council (PLC) elections. The occupation itself and Israeli imposed restrictions on the movement of people and goods within the Palestinian, remain the principal obstacle to human development in the oPt, as it restricts the option of people to pursue viable economic opportunities and the construction of a safe and secure environment. Recently, everyday security has deteriorated further with the growth of internal Palestinian violent conflict, especially in the Gaza Strip.
In this context it is clear that the rationale to apply a conflict development perspective to UNDP/PAPPs planning and programming processes is significant. The approach must be holistic and comprehensive in nature and ensure that the mainstreaming of conflict development analysis takes place at the programming level of UNDP/PAPPs offices in Jerusalem/West Bank and Gaza in an equal manner. In addition to this, it is important to note, that while the mainstreaming must be holistic internal to UNDP/PAPP, the actual application of conflict development analysis in programming must be customized and take into account the specific thematic, geographic and beneficiary demands that prevail in the oPt be it within the West Bank or the Gaza Strip.
In support of the UNDP/PAPP office facing this new context a Bureau for Crises Prevention and Recovery (BCPR) scoping mission took place to the Programme of Assistance to the Palestinian People (PAPP) in February/March 2007. The BCPR scoping mission put forward an outline of strategic areas for increased BCPR support to UNDP/PAPP that would further conflict sensitive development planning within PAPPs programme. A first phase of the proposed outline was subsequently developed into a project document for “Building capacities for conflict development analysis and sensitive programming in the oPt”, including the recruitment of a Peace and Development Advisor.

Job description: The Project Coordinator will be housed at InterAction in Washington DC and oversee the production of an interactive e-learning tool on Gender Equality in Humanitarian Action for the IASC Sub-working Group on Gender in Humanitarian Action. Through regular consultation with an Advisory Committee composed of members of the IASC Gender SWG, cluster actors , other key NGOs and experts working in gender, adult pedagogy, and humanitarian assistance, the Project Coordinator will develop and finalize the e-learning tool. The IASC SWG on Gender in cooperation with the Project Coordinator will outline specific Terms of Reference regarding the responsibilities of the SWG and the Advisory Committee.
